Rent Deposit Scheme
Background
Rent Deposit schemes have developed in the last decade, primarily following the changes in Social Security legislation in 1988, which abolished discretionary payment for rent deposits for those on a low income.
Early pilot schemes were developed by seeking to overcome the financial barriers to the Private Rented sector and by working with landlords enabled those excluded to gain access to their own home. Many schemes were established through voluntary agencies and charities, especially those affiliated with Churches, who were concerned with poverty and in particular, the increasing shortage of affordable rented housing. The Churches National Housing Coalition was established in 1991 and brings together over 500 national and local churches, charities and housing organisations and provides information and guidance in developing and implementing rent deposit schemes.
More recently, schemes have been developed through the Rough Sleepers Initiative with funding being available to employ full time staff.
