Rent Deposit Scheme
South Lanarkshire Rent Deposit scheme
Initially the idea of developing a rent deposit scheme in South Lanarkshire was considered by the Hamilton Churches group who established the Jubilee Key Scheme. The group had worked closely with the Scottish Churches Housing Agency and had identified a limited fund for the development of the scheme, which was to be managed by volunteers. Through partnership with the Rough Sleepers Initiative and South Lanarkshire Council the scheme developed further and subsequently formed part of the successful Rough Sleepers Initiative bid for 2000-2002.
The Rent Deposit Guarantee Project is managed by a full time co-ordinator and will operate in conjunction with the Rough Sleepers Initiative Project. The project will also operate in partnership with the Jubilee Key Scheme whose funds will still provide part of the guarantee fund.
The project will consider referrals direct from the RSI core project, from other voluntary or statutory agencies or self-referrals. Clients will be initially assessed by the core project to identify any possible alternatives such as pursuing a Housing Application if the client appears to be in priority need. Clients support needs will also be identified and the appropriate mechanisms put in place to meet those needs.
The scheme aims not to restrict eligibility on the grounds of age or alcohol/ drug dependency, however these issues may prove restrictive for some clients e.g. scatter flat or supported accommodation may be a more suitable alternative. The following criteria provides the schemes broad guidelines:-
- The client must be aged 16 + and homeless or in severe housing need.
- The client must be in a position to afford the rent (taking into account any Housing Benefit due).
- The client must be capable of independent living (including supported living).
- The client must be associated with the South Lanarkshire area.
- The client must not have previously caused the scheme a loss.
The Guarantee Bond will cover:-
- Damage to the property/ inventory items beyond fair wear and tear.
- Rent due following the tenant leaving the property without giving notice (subject to Housing Benefit payable).
It does not cover:-
- Fair wear and tear.
- Rent in advance.
- Utility bills unpaid.
- Charges for services or utilities.
To date, 19 clients have been placed in accommodation via the scheme since its inception in August 2000, and one client has recently moved on to a Housing Association tenancy.
